Man performed in St. Vincent hours after the issuance of a warrant; 3 people who have had decreed arrests continue on the run
The Civil Police arrested the 3rd suspect of the murder of the former general delegate at dawn on Saturday (20.Set.2025). The man, identified as Rafael Marcell Dias Simões, 42, voluntarily performed at a São Vicente police station on the coast of São Paulo, hours after the issuance of a temporary arrest warrant against him, said SSP-SP (São Paulo Public Security Secretariat).
Ruy Ferraz, as he was known, worked as Secretary of Administration of the Praia Grande City Hall, on the coast of São Paulo, since 2023. He was the victim of an ambush.
A security camera recorded the moment of the crime. The former delegate drove his car at high speed-as already running away from chase-and collided with a bus while trying to make a turn. The main line of investigation is retaliation for organized crime. Ferraz was one of the pioneers in the investigations against the CCP (first command of the capital) in the early 2000s.
