Senate marks for fourth 2nd part of the tax reform regulation

The text aims to create rules for the IBS Management Committee, which is responsible for raising and distributing IBS – new state and municipal tax – and CBS – new federal tax – which will become the main taxes to focus on consumer relations in the country from 2027 – with a test phase in 2026.

Tuesday tariff

On Tuesday, 23, the Senate should vote on the Complementary Bill (PLP) 168/2025, which enables the provisional measure (MP) of the package to help the companies affected by the United States tariffs and are under urgent regime.

The bill was presented by the Senate government leader, Jaques Wagner (PT-BA), and excludes, by the end of 2026, the extraordinary credit values ​​and tax waivers provided for in the Limits of the Fiscal Arcouço and the Primary Result goals.

The proposal also makes room for up to R $ 5 billion in tax waivers via the Reintegra Program and allows the Union to increase by up to R $ 4.5 billion the contributions to three guarantors: the Operations Guarantee Fund (FGO), the Investment Guarantee Fund (FGI) and the FGCE Credit Operations Guarantee Fund (FGCE).
