After three weeks of attempts, former minister of, was approved by Alesp (Legislative Assembly of) for a counselor chair of the TCE-SP (São Paulo Court of Auditors).
The approval occurred on Tuesday (23), exactly 21 days after Rosario by the deputies at Alesp-other nominations to the ECA, the counselors were approved by the parliamentarians on the same day they were sabbatinated.
Of the 94 deputies, 59 voted in favor of Rosario and 16 voted against. At least 48 votes were required for approval. The votes in favor came from the Governor’s base (Republicans), who appointed him to the position and who was a colleague of the same class in Aman (Military Academy of Negulhas.
Part of the obstacle to the appointment, by the opposition, is due to the fact that the name of Rosario was submitted to the Alesp Plenary on the same day the Supreme Court began.
Rosario was a controller-general of the Bolsonaro government union and was in, in which the former president would have instructed his allies to discredit the electronic ballot boxes. At the time, Rosario defended the formation of a task force to audit the ballot box and criticized inspection report by the technicians of the body he headed.
The episode was explored by PT and PSOL deputies in the Sabbath of Rosario, who was harshly questioned about the effectiveness of the ballot box, but did not respond if he trusts the devices. He was also criticized for suspicions of irregularities, who entered the sights, and for not identifying and investigated the billionaire scheme of ICMS credit handling in Sao Paulo while CGE.
Among the deputies of the base, the delay for Rosario’s approval was due to travel made by parliamentarians to Israel and Taiwan in the last two weeks. It took five sessions for the controller to have the name accepted in the house, to which the ECA is linked.
Importance of TCE-SP
A TCE counselor chair is seen as strategic by parties and political leaders because its holder is responsible for judging the state government and municipalities of São Paulo, except for the capital, which has the accounts analyzed by the TCM (Municipal Court of Auditors).
In addition, the position is accompanied by benefits such as salaries of R $ 44 thousand, maintenance of the post up to 75 years of age and offices with 33 employees, 31 of them commissioned.
Rosario was nominated for the place of former counselor Antonio Roque Citadini, who retired last month. It is the third of the four pensions provided for in this Tarcisio term, two vacancies to be filled by Alesp’s appointment and two others by nomination of the governor.
The previous posts were with former deputy Marco Bertaiolli (PSD-SP) and lawyer Maxwell Borges. Bertaiolli was nominated by Alesp in 2023 after an articulation of the Secretary of Government, Gilberto Kassab (PSD) with the national president of, Valdemar Costa Neto. He was approved with 62 votes in favor.
Maxwell was nominated in 2024 by Tarcisio at the request of the minister, and approved by 88 deputies, including PT votes.
