Minister of Finance must address the payment of debts of gaucho farmers and the taxation of LCA

The Minister of Finance, (PT), participates in a public hearing of the House of Representatives, this Wednesday (24.Set.2025). The debate will be held at 10am, in Plenary 6.

Haddad will speak of the absence of extension of the debt payment deadlines of rural producers in Rio Grande do Sul. It should also address the proposal recently presented by the federal government that changes the rules of tax exemption from LCA (agribusiness letters of credit).

From 2026, the government intends to tax the income of new LCA investments with a rate of 5% income tax. Congressmen stated that the measure could make rural credit, reduce the attractiveness of these securities to investors and, consequently, discourage the allocation of resources in the sector.

The Commission wants the minister to explain the technical and political reasons for the proposal, present estimates on its effects and inform if there are predicted compensation measures.

“LCAS constitute one of the main private financing instruments to the agricultural sector, fostering long -term resources”said the opposition leader, Deputy Zucco (PL-RS).

The request of the hearing was made by deputies Afonso Hamm (PP-RS), Any Ortiz (Citizenship-RS), Evair Vieira de Melo (PP-ES), Franciane Bayer (Republicans-RS), Giovani Cherini (PL-RS), Lucas Redecker (PSDB-RS), Marcelo Moraes (PL-RS), Nelson Barbudo (PL-MT), Pedro) Westphalen (PP-RS), Raimundo Santos (PSD-PA), Ronaldo Nogueira (Republicans-RS) and Zucco (PL-RS).
