DA DA, days after the approval of the proposal, stressed the relationship between the two houses, weakened the president (-PB) even with his allies and caused a climate of skepticism to reduce penalties for those convicted by scammer acts, with amnesty rejection.
The conflict between the House and Senate also fueled a sense of mutual distrust between motta and left and right parties, with accusations of unlawful agreements on both parties.
The PEC (Proposed Amendment to the Constitution) that conditioned criminal proceedings against congressmen on a congressional authorization was approved with great commitment to Motta, who personally called colleagues to ask them to vote in favor and mobilized allied parties leaders to obtain the necessary support.
There were 344 votes to 133, a victory in a theme that neither Arthur Lira (PP-AL), considered a strong political articulator, had managed to approve as mayor. But what would be a demonstration of strength after months of contestation became a problem for Motta. The PEC was by the CCJ (Senate Constitution and Justice Commission) on Wednesday (24).
Four party leaders say that the relationship with Motta is shaken and that they have been contested internally in their stands on the parliamentary’s authority at the head of the plenary – and of them as representatives of their parties, as they were guarantors of the agreement with the mayor.

This Wednesday, the leader of the PP, Deputy Doctor Luizinho (RJ), one of Motta’s closest allies, opened a meeting with the rapporteur of the penalty reduction project, Deputy Paulinho da Força (Solidarity-SP), with criticism of the Senate and its president, (-AP).
Luizinho stated that there was a “erratic behavior” of alcohubre and the Senate about PEC and that it is “necessary to ensure the effectiveness” of what is approved by the House. “There was a break from the Senate,” he complained. Allies of the Senate President deny the existence of this success. An interlocutor of the two politicians minimizes the incident. They went to the streets on Sunday, in a mobilization called on the left.
The size of the demonstrations took the summit of the House by surprise, which did not expect large acts – in São Paulo and in Rio, the public was estimated in more than 40 thousand people each. In addition, there was also pressure from civil society in the digital environment, and part of the deputies needed the position in favor of the proposal.
Now they claim that Motta’s guidance will hardly follow in voting on topics considered unpopular -primarily for the proximity of the elections.
This applies to the penalty reduction project of the convicted by the scammer attacks. According to parliamentarians heard by the report, there is a suspicion that the Senate locks the proposal eventually approved in the House.
Motta is in a stalemate: he has committed himself to ministers of the Federal Supreme Court not to approve an amnesty, but the PT opposed the agreement to reduce the penalties in exchange for rejecting forgiveness to former President ().
With this, the mayor will depend only on Centrão to approve the project, and allies fear that the group is not united enough in the face of pressure from social networks.
In a meeting with Paulinho on Wednesday, the leader of a party said he lost six thousand followers just for lacking the urgent vote for amnesty. According to him, at least three deputies of his bench are against forgiveness, but would vote in favor for fear of voters.
Paulinho’s allies recommend that the project will only vote if there is a commitment that PL will not submit a request to decide in the vote between amnesty and reduction of penalties. They, however, believe that the mayor has no influence and strength on the party to avoid this. Centrão cardinals agree that no one else will have control of the process when the text is voting.
Despite this impasse, three Motta allies say no project should advance at this time because of the government’s sanctions around the minister, who is the rapporteur in the STF of lawsuits against scammer acts.
