Congress increases electoral fund to R $ 4.9 billion – 09/30/2025 – Power

The CMO (Joint Budget Commission) approved on Tuesday (30), in a symbolic vote, that the Electoral Fund will have at least R $ 4.9 billion to 2026.

The request was submitted by federal deputy Isnaldo Bulhões Jr. (-Al), rapporteur of the 2026 budget, after meeting with the Commission’s leaders’ collegiate and was symbolically approved by deputies and senators. The amount will be reserved in LDO (Budgetary Guidelines Law) of 2026.

In justification, the deputy mentions that the LDO bill sent by the government allocates only R $ 1.13 billion to the special campaign funding fund and says that this amount must be increased.

The increase will occur based on the cut of R $ 1.01 billion in government discretionary expenses (such as investment and cost) and R $ 2.93 billion in parliamentary amendments of state bench, which are mandatory execution by the government. They will add to R $ 1.01 billion that was already reserved in LDO.

The rapporteur of the project in the committee, Federal Deputy Gervásio Maia (PSB-PB), had already determined in his opinion the prohibition that the government cuts values ​​related to the party fund and the electoral fund, something that, according to the parliamentarian, also occurred in previous years.

The vote on the LDO project, however, was postponed to next week. The opinion also foresees that the amendments to health and social assistance and special transfers to states and municipalities, known as pix amendments, before.

The funds intended for health are less half of the total amount of parliamentary amendments, which will cost more than R $ 50 billion in 2026.

This month, the Supreme Court (STF) determined that the suspension of amendments with Pix suspected irregularities in nine municipalities. By the current rule, the transfer of these funds must have a work plan that informs the details of the execution of resources by municipalities and state governments. The rule negatively reverberates between parliamentarians.

LDO is approved annually and establishes the guidelines that need to be followed in the preparation and execution of the budget.

The government is under pressure from the discussion of the project, especially after warning of the TCU (Federal Court of Audit) that, instead of the center, it is an irregularity.
