The Road and Transport Committee of the Chamber of Deputies is expected to vote, this Wednesday (22), on a bill that provides that app-based transportation companies must, by obligation, transport pets such as dogs and cats.

The text, authored by deputies Bruno Ganem (Podemos-SP) and Raimundo Costa (Podemos-BA), also determines that platforms do not charge additional fees for animals.

However, they will be able to create conditions and limits for the new service, taking into account, for example, the vehicle model. If approved, the text will be analyzed by the CCJ (Constitution, Justice and Citizenship Commission).

Voluntary membership

Depending on the requests, drivers may also decide whether or not to continue traveling with each animal if it represents “a direct threat to health or safety” or is not possible “to accommodate in the vehicle, due to its weight and size”.

According to the PL, small, medium and large dogs must be transported in the back seat and secured by harnesses to the vehicle’s security system. Cats must be transported in appropriate animal transport boxes. Other species are also subject to the same rules.

“In case of non-compliance with the provisions of this law, urban mobility service application companies will be subject to the penalties provided for in the Consumer Protection Code, in addition to suspension of service throughout the national territory”, says the project.

The project hopes to reduce “cases of friction and inappropriate transportation of pets in app-based transport vehicles and, consequently, promote the well-being and protection of animals”.
