TCU MP wants monitoring of the Union’s cash flow in 2026 – 10/22/2025 – Brasília Hoje

The Public Prosecutor’s Office at the (Federal Audit Court) asked the Court of Auditors to open a process to, “especially in the context of the 2026 election year”, and request detailed information about internal communication between employees and the institution’s command.

The representation, signed by attorney Lucas Rocha Furtado, cites a report from Sheet on the decision of the Secretary of the National Treasury, , to replace the current Undersecretary of Federal Financial Administration, Marcelo Pereira de Amorim, responsible for the area that .

Furtado asks the TCU to monitor cash management to “ensure compliance with fiscal rules and transparency in the Union’s financial programming” and request information about the body’s internal communication to “identify possible unregistered orders and practices that could compromise the technical independence of civil servants”.

The prosecutor also requests that an order be issued to the Treasury to present records and technical opinions related to decisions on financial programming and the application of fiscal rules.

Through his consultancy, the secretary said that the change “resulted from the continuation of a natural and gradual process of renewing technical leadership at the National Treasury, with a view to providing opportunities for new leaders who are standing out in the institution”.

In internal conversations, Amorim expressed discomfort with orders and determinations about financial management that were only spoken, not written.

In an attempt to get around the lack of registration, the technicians themselves began to attach copies of emails and even screenshots of messages exchanged between them on a communication platform to the processes citing “the STN’s decision”, in reference to the Secretary of the National Treasury. This strategy was also adopted in a process linked to the last budget programming decree, published on September 30, to which the report had access.

“I understand that the replacement of a technical professional of recognized competence and rigor in managing the Union’s cash, especially in an election year, raises significant concerns about transparency and compliance with fiscal rules”, says Furtado in the representation. According to him, in periods of greater political sensitivity, such as election years, it is necessary to avoid any interference that could compromise fiscal responsibility.

“The management of the National Treasury’s cash flow plays a crucial role in ensuring the balance of public accounts and preventing practices that could put the country’s financial stability at risk, as occurred in the fiscal pedaling episode, which had profound impacts on the credibility of public administration”, he states.

For the prosecutor, reports of unregistered orders and attempts to avoid technical opinions contrary to the decisions of the Treasury command “are worrying” and “indicate possible weaknesses in internal communication and transparency of decisions related to financial management”.

“Such practices not only compromise the technical and independent performance of National Treasury employees, but also hinder the external control exercised by the Federal Audit Court”, he says.
