Read the full PEC of Administrative Reform filed with the Chamber

A PEC (Proposed Amendment to the Constitution) of Administrative Reform was filed this Friday (24), at the Chamber of Deputiesby the rapporteur, Pedro Paulo (PSD-RJ)

The text had 171 signatures of parliamentarians, the minimum number to begin processing, and has 52 pages.

After being filed, the PEC goes to deliberation at the CCJ (Constitution, Justice and Citizenship)which will analyze the admissibility of the proposal. If admitted, the matter will go to a special committee and, if approved, will go to the House plenary.

The proposal was prepared by the Chamber Working Group. The collegiate concluded by presenting a package consisting of a PEC, a PLP (Complementary Law Project) and a PL (Law Project) to move the idea forward.

The subject is divided into four axes: strategy, governance and management; digital transformation; professionalization; and extinction of privileges.

“The approval of this Proposed Amendment to the Constitution will mean the consolidation of a new paradigm of public management, capable of delivering more value to society, enhancing state capabilities, optimizing public resources, strengthening trust in institutions and aligning the country with the best global practices, always focusing on improving public services provided to the Brazilian population”, says the conclusion of the proposal.

After being filed, the deputy Pedro Paulo stated, in a post on X (formerly Twitter), that the constructed text is robust e complex.

“There is not a single point in this proposal that takes away civil servants’ rights, that affects stability,” said the parliamentarian.

“It’s an ambitious proposal, but one that, humbly, will undergo adjustments. It will be the result of a lot of negotiation”, he added.
