The municipal secretary of Social Assistance and Human Rights of Rio Branco, João Marcos Luz, refuted the accusations made by the president of the Papouco Residents’ Association, Wellington Pinheiro, during the popular gallery in the Chamber this Thursday (30).
The secretary accused the president of the association of lying about the families refusing to vacate the premises. “He’s not telling the truth, he’s a liar. Bolsa Família was not registered there, but rather a socioeconomic study. These people have the right to get a house and they will,” he said.

According to him, the removal of families from the site is not politically motivated, but rather humanitarian, and aims to guarantee decent housing for people living in an area considered at risk.
“Firstly, we are talking about a solidarity action, a humanitarian action. It is no longer possible for the public authorities to turn their backs on these people who live in Papoco. It is a completely condemned place, with landslides, open sewage. It is no longer possible”, stated the secretary.
Luz highlighted that Mayor Tião Bocalom determined that the first houses in the 1001 Dignities program will be destined for Papouco families. “Look how good it is. We did a socioeconomic study in that region and listened to the population. Only four families said no. The rest all said yes. This is recorded in the report”, he guaranteed.
João Marcos also warned that he will not allow a minority against the change to pressure other residents. “If I discover that there is oppression on the part of this minority, we will report it to the Public Ministry and the Court of Justice. We will not accept that the majority is oppressed”, he said.
According to him, a commission will be created with representatives from City Hall, Public Prosecutor’s Office, Court of Justice, Public Defender’s Office and OAB to monitor the family transfer process and ensure transparency. The secretary also raised the possibility of organized crime influencing demonstrations against the change.
