Both actions, which are being processed jointly, were released by the rapporteur, Minister Isabel Gallotti, more than four months ago, and could have been followed up since then.

Castro is accused of abuse of political and economic power in 2022, for having benefited from an alleged scheme to hire employees from Ceperj (State Center for Statistics, Research and Training of Public Servants of Rio de Janeiro) as electoral canvassers. The head of the Fluminense Executive denies the accusation.
On October 20, Gallotti, whose term at court will end in November, sent a letter to the president of the TSE with a list of 17 cases under his jurisdiction. Those referring to Castro are the first in the list, with the indication that the release was made in June.
The rapporteur will still be able to vote in the trial of the governor of Rio, who will be ineligible if he is impeached. It is possible that a court minister will request a review, however, postponing the outcome until next year.
When contacted to comment on the case, the TSE advisory did not respond to the Panel.
