Minister of Cavaco

He was born on May 18, 1949, in Forjães, in the municipality of Esposende, and completed secondary education at the Passos Manuel high school, in Lisbon, later graduating in Chemical Engineering from the Instituto Superior Técnico of the Technical University of Lisbon.

In the governments led by Cavaco Silva, he was Secretary of State for Youth, Deputy Minister for Youth, Minister for Parliamentary Affairs and Minister for Education, between 1985 and 1993.

Elected deputy for the districts of Setúbal and Aveiro, Couto dos Santos was president of the Board of Directors of the Assembly of the Republic between 2011 and 2015 and of the Parliamentary Health Commission between 2009 and 2011.

He was also active in business, at Quimigal, he was executive president of the Portuguese Business Association, was a member of the board of directors of Hospital da Amadora and presided over Casa da Música. He was a member of governing bodies and a consultant in various sectors, including construction, energy and the environment.
