O Senate should install this Tuesday (4) the CPI (Parliamentary Commission of Inquiry) to investigate Organized Crime. The first meeting of the collegiate is scheduled at 11 am, when the president, vice and rapporteur must be elected.
Proposal by the senator Alessandro Vieira (MDB-SE), the commission will have 120 days to investigate, especially, the growth of factions and militias. Two days after the police operation that left 121 dead in the Alemão and Penha complexes, in Rio de Janeiro, the president of the Senate, Davi Alcolumbre (União-AP), announced the installation of the CPI — whose request was read in the Plenary in June.
The objective of the collegiate will be to investigate the structuring, expansion and functioning of organizations, focusing on the actions of militias and factions, such as the PCC (First Command of the Capital) and the CV (Red Command).
According to the author of the investigation request, the advance of organized crime occurs due to the “abandonment of public power”. “This tragedy has a solution. It’s not an electoral issue, it’s a national emergency”, wrote senator Alessandro Vieira on his social networks.
Eleven senators will join the CPI, which will have R$30,000 to spend on its investigations. There is still no agreement, however, on the senator who will preside over the collegiate.
The oldest senator nominated for the CPI, Otto Alencar (PSD-BA), aged 78, will lead the commission’s installation session.
According to the Senate’s regulations, the president and vice-president of a CPI must be elected by the collegiate body. Once elected, the president designates a member to be the rapporteur.

Generally, these definitions are made by agreement, but there are cases, such as the CPMI of the INSS, in which negotiations were not sufficient and the names ended up being defined by the wing that holds the majority on the commission.
