The negotiation with the rapporteur of the bill that regulates the , Dr. Luizinho (PP-RJ), generated discomfort in other areas of the Lula government.
This Tuesday (4), the department reached an agreement with the deputy on several points of the text after a meeting, which would also include Development, Finance, Institutional Relations and Social Communication, was cancelled.
According to Cultura, the negotiation resulted in significant advances in Luizinho’s report, but not in the crucial point, the tax rate for platforms to supply the Audiovisual Sector Fund, intended to finance national productions.
The department defends 6% of annual revenue, but the rapporteur has signaled a preference for the 4% level. The matter was on the Chamber’s agenda this Tuesday (4) ready to be voted on.
The initiative generated discomfort in other ministries, which preferred a joint government proposal.
There were also complaints about the timing, as there is fear in bodies such as the Ministry of Development that voting on the project now will hinder the delicate negotiations around a tariff agreement between Brazil and the USA.
People who follow the discussion of the project remember that Canada approved a similar law, which generated resistance from the US government. The main companies affected are American.
In a statement, the Ministry of Culture denies that it overrode the negotiation and stated that what has guided the government’s conversations is the merit of the proposal.
“The Ministry of Culture is acting in a coordinated manner with the other ministries to ensure fair regulation for the audiovisual sector. The entire dialogue process with the rapporteur and the sector follows the government’s guidelines and is aligned with the country’s strategic sovereign interests”, he declared.
