Councilwoman asks for CPI on the water crisis and floods in SP – 11/10/2025 – Panel

Councilor Keit Lima (), from the City Council of , filed a request for the establishment of a CPI (Parliamentary Commission of Inquiry) with the aim of investigating the causes, responsibilities and consequences of the floods in the capital of São Paulo.

The CPI gained the name “CPI of Water: between drought and flood”.

For the councilor, municipal management acts with inefficiency, omission and lack of urgency regarding public policies in a scenario of climate crisis.

Keit Lima’s proposal says that the water crisis mainly penalizes peripheral and low-income populations, the majority of which are black, highlighting the so-called environmental racism in an urban context.

The government (Republicanos-SP) announced a methodology for reducing water consumption during the water crisis, which is expected to be expected per day, mainly affecting the most remote neighborhoods.

In relation to the floods, judge Alexandra Fuchs de Araújo, of the 13th Public Finance Court of the TJ-SP (Court of Justice of the State of São Paulo), determined in October that the management () present a plan against flooding that can combat the problem in a structural way.

In her decision, the judge pointed out serious deficiencies and the municipality’s continued failure to address urban drainage problems and said that the actions taken were reactive and punctual.

The application for the installation of the CPI requests the installation with seven members and a duration of 120 days.
