The action was authorized by Minister Flávio Dino, of the Federal Supreme Court (STF), who also ordered the execution of two search and seizure warrants.
According to information from the newspaper The State of S. Paulothe main investigated is Mariângela Fialek, identified as a key figure in the articulation of amendments during the management of Arthur Lira (PP-AL) as Presidency of the Chamber of Deputies.

The investigation seeks to clarify whether there were irregularities in the indication, execution or allocation of resources, as well as possible actions by intermediaries to direct public funds. The seized materials must support the analysis of the flow of amendments and the identification of possible responsibilities.
Operation Transparency is part of a set of ongoing investigations at the STF into the use of parliamentary amendments and their control mechanisms.
