Mendonça concentrates 2 thousand cases in the STF; minister starts reporting INSS and Master cases

Column survey shows that minister increases his role in two nationwide investigations

A survey carried out by the column indicates that the Minister André Mendonça is the rapporteur of 2,069 cases at the Federal Supreme Court (STF), with a strong concentration on issues linked to public power and the criminal area.

Of the total, 610 cases are in Administrative Law and Public Law matters. Another 509 are from Criminal Procedural Law and 199 from the criminal area. The office also has 187 lawsuits in Civil and Labor Procedural Law, 166 labor, 125 tax and 99 in the Health area, in addition to 174 lawsuits classified in other areas.

Already rapporteur of the investigations investigating a fraud scheme at the INSS — involving undue discounts on retirement and pensions — the minister was selected to replace Dias Toffoli in reporting on the case involving Banco Master.

The two cases communicate. There are suspicions of fraud attributed to Master both in the financial system and in the granting of payroll-deductible credit linked to the INSS.

With the redistribution, Mendonça inherits the investigations into the BRB operation in the purchase of Master — extended until March — and the second phase of Operation Compliance Zero, which investigates a financial fraud scheme involving the institution.

In the case of INSS, Mendonça has been conducting investigations since August 25, 2025, when he was appointed rapporteur following a decision by the President of the Court. The investigations deal with discounts considered irregular on social security benefits.

The choice of the minister to also take on the Master case was well received by members of the CPMI which follows the theme, but generated tension in sectors of the Centrão.

With more than two thousand cases under his responsibility and now heading two national investigation fronts, Mendonça consolidates strategic position in the Supreme Court on topics involving the financial system, Social Security and direct political impact in Brasília.
