In a note to the Panel, the city hall also complained about the “delay of counselor and rapporteur Eduardo Tuma in considering the request.”
“Unfortunately, once again, the TCM lacks speed to make decisions that benefit the population. Almost two months later, there is still no definition from the body”, says the note from the city hall.
“The delay by advisor and rapporteur Eduardo Tuma in considering this administration’s request compromises the process whose objective is solely and exclusively to improve the service provided by the Foundation”, he continued.
TCM countered by saying that it identified irregularities in the notice, such as weaknesses in the basis of the estimated value of the contract. The court adds that, after the notice was suspended on December 17th, the Fundação Theatro Municipal only sent its responses on January 29th.
“The process also involves institutional dialogue and technical collaboration with the Public Prosecutor’s Office, due to the existence of an ongoing preparatory procedure”, states the TCM.
