President Luiz Inácio Lula da Silva said this Thursday (19), in his first speech of the trip to India, that the global governance of Artificial Intelligence assumes a strategic role to confront what he considered “extremely harmful practices” that put democracy “at risk”.
In statements made at the summit on the impact of AI in New Delhi, Lula said that technological innovation has created a positive impact on society, but that it can also encourage practices such as “the use of autonomous weapons, hate speech, disinformation, child pornography, femicide, violence against women and girls and precarious work”.
Furthermore, he highlighted that false content manipulated by artificial intelligence affects electoral processes and puts democracy at risk.

Lula suggested that regulation of Big Techs could be applied by the United Nations to protect human rights in the digital sphere, promote the integrity of information and protect creative industries. He added that currently the data generated “is being appropriated by a few conglomerates without equivalent compensation”.
“The governance regime for these technologies will define who participates, who is exploited and who will be left out of this process.”
Lula stated that technological capabilities remain concentrated in a few countries and companies, and that artificial intelligence could deepen historical inequalities if there is no “collective action”.
