The value of the contract stated in the published notice is R$18.2 million for a period of 15 months, although market practice, according to state management, is for the winning company to offer a discount of up to 40%.
Even in this case, the final amount will be higher than the current contract, R$6.7 million.
The state management argues that the increase occurs because the new version of the tender adds communication services that were not provided for in the previous one, basically focused on press relations.
The published notice also provides for functions such as capturing images on video, editing content for social networks, media training and mapping digital presence, among others.
There is special concern with the production of short videos promoting the folder’s actions for platforms such as TikTok, Facebook and YouTube and instant messaging applications such as Whatsapp and Telegram.
The forecast is to hire 31 professionals from different communication specialties. The result should be known on April 17th.

“The competition is foreseen in the 2025 Annual Contracting Plan, whose technical studies for the preparation of the notice began in June of last year. Therefore, the contracting of services has no relationship with the current command of the Public Security Secretariat”, he says.
According to the ministry, the new notice “deals with integrated communication and therefore updates and expands previously contracted services, including digital communication, internal communication and production of multimedia content, with the objective of executing efficient public communication, with broad transparency in the dissemination of public acts, accountability and dissemination of public information”.
