Decree 12,600 had been signed in August 2025
President Luiz Inácio Lula da Silva (PT) revoked this Monday (23) the decree authorizing the privatization and concession over the Tapajós River, Tocantins and Madeira. Decree 12,600 had been signed in August 2025. “We announce the Lula government’s decision to revoke decree 12,600, after meeting today with the indigenous peoples of Tapajós, Tocantins and Madeira”, wrote Guilherme Boulos, minister of the General Secretariat of the Presidency of the Republic, via social media.
“This government has the capacity to listen to the people, including reviewing decisions when necessary. The decision will be published in the next edition of the Official Gazette”, he added.
Decree 12,600 generated a series of controversies and demonstrations by indigenous peoples against the authorization. The decree provided for the following federal public undertakings in the waterway sector:
- I – Madeira River Waterway, considered navigation from the Municipality of Porto Velho, State of Rondônia, to the mouth of the Amazon River, in the Municipality of Itacoatiara, State of Amazonas, in a stretch of approximately one thousand and seventy-five kilometers;
- II – Tocantins River Waterway, considered navigation between the Municipality of Belém, State of Pará, and the Municipality of Peixe, State of Tocantins, in a stretch of approximately one thousand seven hundred and thirty-one kilometers; and
- III – Tapajós River Waterway, considered navigation between the Municipality of Itaituba, State of Pará, to its mouth with the Amazon River, in the Municipality of Santarém, State of Pará, in a stretch of approximately two hundred and fifty kilometers.
