After the INSS CPI broke Lulinha’s secrecy, government supporters asked for the vote to be annulled

Government parliamentarians who are part of the INSS CPI filed this Thursday, the 26th, an appeal to the president of the Senate, Davi Alcolumbre (União-AP), asking for the nullity of the vote that approved, among other requests, the breach of confidentiality of the son of President Luiz Inácio Lula da Silva (PT), Fábio Luís da Silva, known as Lulinha. They allege that there was an error – or deliberate distortion – in the announcement of the result of the symbolic vote carried out by the collegiate presidency.

In the document, parliamentarians state that the requests were, in practice, rejected by 14 votes against, in contrast to the seven counted by the presidency. Even so, the president of the CPI, senator Carlos Viana (Podemos-MG), declared the agenda approved.

According to government officials, in the symbolic vote, 14 parliamentarians stood up to reject the requests en bloc. Viana, in turn, stated that only seven of those who spoke were full members of the commission and, therefore, would have valid votes. In a press conference after the session, the senator reiterated that the government did not reach the number necessary to overturn the agenda. There are also disagreements about the voting quorum.

“For the agenda to be overturned en bloc, it was necessary for the government to present the majority of votes or 15 parliamentarians present, according to the panel of 31. They presented, and I counted twice, seven votes against. Therefore, today’s agenda has been approved in its entirety”, he declared. “In the vote, the government lost.”

As shown by the Estadão/Broadcastgovernment supporters held an emergency meeting with Alcolumbre, in an attempt to reverse the result. The Senate Presidency said it will analyze the images from the session before issuing an opinion, but did not indicate a deadline.

The authors of the appeal also maintain that, moments before the symbolic vote, the electronic panel registered 18 votes in favor of the block vote and 12 against. The government supported block voting as a strategy to try to reject all 87 applications at once. The opposition defended the individual analysis of each item.

For the government supporters, as there was no substantial change in the composition of the commission between the nominal and symbolic votes, there would be no “arithmetic or political plausibility” for such an abrupt reversal of the result.

They argue that, in symbolic votes, the “visual contrast” must prevail between the parliamentarians who approve and those who reject the matter, in accordance with the Common Rules of Congress. In the group’s assessment, the proclamation of the result ignored the physical manifestation of the majority and, therefore, would be “riddled with nullity”.

In the request, parliamentarians demand the immediate suspension of the effects of the vote and the annulment of the deliberation that declared the 87 requests approved, with a new vote to be held. They also request that the case be sent to the Senate Ethics Council to investigate any breach of decorum by the president of the CPI.

The appeal is signed by senators Randolfe Rodrigues (PT-AP), Soraya Thronicke (Podemos-MS), Jussara Lima (PSD-PI), Jaques Wagner (PT-BA) and Teresa Leitão (PT-PE), in addition to deputies Paulo Pimenta (PT-RS), Damião Feliciano (União-PB), Átila Lira (PP-PI), Cleber Verde (MDB-MA), Orlando Silva (PCdoB-SP), Romero Rodrigues (Podemos-PB), Alencar Santana (PT-SP), Neto Carletto (PP-BA) and Rogério Correia (PT-MG).

INSS CPI approves breach of Lulinha’s confidentiality

The INSS CPI approved, this Thursday, the 26th, all the requests on the agenda, which targeted, among others, Fábio Luís da Silva, known as Lulinha, son of President Luiz Inácio Lula da Silva; Augusto Lima, former partner at Banco Master; former parliamentarians; investigated by the Federal Police accused of participating in the fraudulent associative discount scheme; and even the president of Palmeiras, Leila Pereira.

The government arranged for the 87 requests to be voted on as a block with the aim of rejecting them together. The opposition, in turn, defended individual voting on each item. In the end, in a symbolic vote, the president of the CPI proclaimed the full approval of the agenda, consecrating the victory of the opposition.

After the result was announced, the session was marked by an exchange of accusations between parliamentarians. The meeting was interrupted and the TV Senado broadcast was suspended.
