The first estimates are that it was shot down by friendly fire while the American fighter was flying over Kuwait as part of an operation to locate and shoot down enemy drones.

Smoke over the US embassy
A column of thick smoke is rising from the area where the US embassy in Kuwait is located and firefighters have rushed to the area and are working, an eyewitness told the Reuters news agency.
“Do not come to the embassy,” the US diplomatic mission in Kuwait said in a statement a while ago, urging its staff and Americans in the country to “take cover”, find safe shelter “in your residences on the lowest possible floor” and stay “away from windows”, due to the threat of attacks with “missiles and unmanned aerial vehicles”.
