The Minister of Labor and Employment, Luiz Marinho, rejected this Tuesday the idea of granting tax incentives or payroll relief as a counterpart to the debates for the end of the 6×1 journey and said that “no one in the government” is thinking about compensation measures for companies.
— The assumption of compensation is productivity gains. Reducing working hours must come with productivity gains. It doesn’t make sense, in my opinion, to think about tax incentives to reduce working hours — defended Marinho.
The minister also stated that discussions on the topic are a “need demanded by society” and that there are already companies anticipating the measures discussed in the National Congress, but considered that not all economic sectors find it easy to implement changes of this type.
— I saw an interview last year with a businessman who reduced his working hours (…) and said that productivity increased dramatically — recalled the minister. — But not all segments have this facility, we cannot put everyone in the same box. There are a lot of differences from segment to segment, but I believe that the debate is a necessity and is relatively priced in the economy.
He argued that it is “completely possible” to reduce the maximum working hours from 44 to 42 hours a week, which would pave the way for the end of the 6×1 scale. According to him, the reduction can increase productivity, engagement and quality of life for workers, as long as it is accompanied by adequate organization of companies.
Marinho also stated that the government does not rule out sending a bill urgently to Congress depending on political articulation.

— President Hugo Mota made a commitment to us to discuss the PECs (Proposed Amendment to the Constitution) and the bills that are being processed in the house. If we realize that things are not going to move at the desired speed, we can move to the emergency regime. I believe it would be a possibility to evolve.
The minister spoke about the topic during a press conference to release January data from the General Register of Employed and Unemployed People (Caged). The balance between hiring and firing ended last month at 112,334 jobs, the lowest for the period since 2024.
