The approved the bill that provides for an 8% adjustment for employees of the MPU (of the Union) and the CNMP (National Council of the Public Ministry). The proposal is similar to the one approved by the Judiciary, which was approved by President Lula (PT) in December. The text is sent to the Federal for analysis.
The proposal determines that the adjustment will be applied to employees in permanent positions, in commission positions and in commissioned functions in the two bodies in the years 2026, 2027 and 2028. The budgetary impact predicted for this year in the LOA (Annual Budget Law) is R$ 200.1 million.
The highest salary range recorded in the measure’s financial impact analysis will increase by R$3,287 by 2028. The range includes the positions of secretary general of the MPU, chief of staff of the PGR and secretary general of the CNMP.
In December last year, for Judiciary employees in 2026, but vetoed increases for the category in 2027 and 2028. In the government’s assessment, the proposal goes against the public interest by increasing personnel expenses after the end of the presidential term, contrary to what the .
The approved text also adds the MPU Institutional Police to the legislation, which had been created by ordinance by the PGR (Attorney General’s Office) in 2022. The employees who perform security functions are now called inspectors and police agents, with activities “restricted to institutional security”. The police structure will be defined in regulation.
The initial project only provided for the creation of positions, without mention of readjustments, but the text was attached to another. Both were proposed by the MP himself with the aim of equating careers with those in the Judiciary.
The text had been urgently processed since the end of February and was approved in a symbolic vote, with negative guidance only from the Novo party.
For the rapporteur, deputy Isnaldo Bulhões Jr (MDB-AL), the inclusion of the police in the legislation is worthy and there is “budgetary capacity to implement” the adjustments.
“It is not a question whether he [servidor] deserves, whether he is good or not, the question that remains is whether the worker can afford to pay. How much are you a worker, who takes the bus every day, how much effort do you make to buy medicine, how much are you willing to pay in extra tax for your server to receive a raise?” asked congressman Gilson Marques (Novo-SC).
“The State has never been minimal for the elite in this country. We are talking here about the Public Prosecutor’s Office, which ensures rights, which ensures that the person who has had their right violated can rescue that right, and ensures that we have a society based on Justice”, countered congresswoman Erika Kokay (PT-DF).
