This Tuesday (3) approved the creation of 120 permanent positions, 20 commission positions and 100 positions of trust in the staff of the (National Council of Justice), to be filled until 2028. The total estimated budgetary impact of the project is R$ 30.9 million. The text will be sent to the Federal for analysis.
Authored by the CNJ itself, the proposal was approved by a vote of 248 votes in favor of 164 votes against. Novo requested the removal of the text’s agenda, and PL requested the discussion be postponed, but the requests were rejected. Parties often use requirements to obstruct votes they disagree with.
Rapporteur Rubens Pereira Júnior (PT-MA) argued that the matter is “compatible and appropriate from a budgetary-financial perspective”. He highlighted that the CNJ started to “monitor dozens of judicial policies of high social relevance”, which was not accompanied by “proportional growth in its personnel structure”.
In recent years, the CNJ has led initiatives such as promoting transparency in the Judiciary, through the creation of panels with statistics on judicial decisions across the country and a focus on topics such as racism, violence against women and the environment.
In October, the council created the National Observatory of Integrity and Transparency of the Judiciary, which will be responsible for developing a code of ethics for ministers of higher courts. The measure is one and gained popular appeal after the revelation of cases that raise conflicts of interest between judges and companies.
“Only three times have positions been created in the CNJ, in 2007, 2011 and 2023. Objectively there is a deficit that needs to be remedied now”, argued the rapporteur on the stand. He reinforced that the project says that all expenses will come from the budget of the Judiciary.
The rapporteur also defended that he prefers that the resources be used for new positions rather than to exceed the constitutional salary ceiling for public servants, which occurs through frills.
