Sometimes it’s difficult. Two people are arguing and you simply can’t or don’t want to decide who is right. This also applies in wars between states: when it is unclear who attacked and who defended themselves, when you don’t want to take a stand, when you don’t want to scare anyone away or take advantage. Then comes the hour of neutrality, i.e. for a “neither nor”.
