Minister says that Orçamento Mulher will finance actions and PLP can establish an additional R$5 billion to combat violence against women
The Minister of Women, Márcia Lopes, said this Wednesday (4.mar.2026) to the Poder360 that the actions of the Brazilian Pact to Combat Feminicide should be financed mainly by Orçamento Mulher. It concentrates around R$200 billion allocated to public policies aimed at women.
According to her, in addition to the resources already provided, the deputy (PT-ES) presented PLP (Complementary Bill) 41 of 2026, which creates the National System for Combating Violence against Girls and Women. He wants an additional R$5 billion to be allocated to actions to combat femicide and guarantee the lives of girls and women.
The minister’s statement was given after the presentation of the 14 priority actions defined by the Interministerial Group of the pact, during the seminar “Brazil for the Lives of Girls and Women”. She asked for more resources in the ministry. At the end of 2025, the president’s government (PT) for using only 15% of its public budget.
According to the minister, the deputy’s proposal aims to guarantee additional resources and ensure the execution of measures considered strategic in combating femicide.
“The policy for women is already intersectoral. I myself said the following: if I received R$1 billion, I would suggest investing most of it in mental health, which is a priority. Another part could go to the Ministry of Justice, which, through its own fund, is better able to ensure the construction of the Brazilian Women’s Houses. (…) Of course we want more resources from the Ministry, because there is a huge demand.”said Márcia Lopes at the end of the event.
During the seminar, the minister of SRI (Institutional Relations Secretariat), (PT), presented the 14 priority actions defined by the Interministerial Group of the Brazilian Pact to Combat Feminicide.
Among them are the improved use of technology to track aggressors and the classification of the crime of femicide in the ICD (International Statistical Classification of Diseases and Related Health Problems).
The objective is to integrate and consolidate the initiatives of the 3 spheres of power in relation to combating femicide in the country.
The amounts allocated to each action were not informed. THE Poder360 contacted the responsible ministries, but did not receive a response until the publication of this report. The text will be updated if there is a response.
Here are the priority actions defined by the committee for the Ministry of Security and Justice:
- operations to execute 1,000 arrest warrants;
- “Safe Woman Alert”: technological package to improve the tracking of aggressors whose victims are under protective measures;
- creation of the integrated “Safe Woman” center;
- alignment with the state Public Security Secretaries to provide assistance to women in situations of violence, including 24-hour Deams (Specialized Police Station for Women’s Assistance), creating reserved rooms and qualifying agents.

- national diagnosis on urgent protective measures.
Here are the priority actions defined by the committee for the Ministry of Women:
- implementation of protocols for recording and investigating femicide and providing assistance to girls and women who are victims of violence;
- expansion of the specialized network: creation of 4 Brazilian Women’s Houses and 6 Brazilian Women’s Reference Centers;
- in 2026, a forecast of 4.7 million psychological services for women victims of violence;
- Femicide mitigation guidelines in mitigation plans for the Equality Act.

BRAZIL PACT TO CONFRONT FEMICIDE
The president (PT), the president of the STF (Supreme Federal Court), minister Luiz Edson Fachin, the president of the Chamber, (Republicans-PB), and the president of the Senate, (União Brasil-AP), signed the Brazilian Pact to Combat Feminicide on February 4th. The document formalizes institutional commitments between the Three Powers to address lethal violence against women.
Lula presented the pact initiative in December 2025. The presentation took place at Planalto, with STF ministers and members of the government. The idea came from the first lady, Janja Lula da Silva, as stated by the president himself.
