In messages from his cell phone, obtained through a breach of confidentiality, the founder of Banco Master mentions a meeting with “Hugo” at the “Official Residence” and says that the president of the PP is one of his “great friends in life”
Messages exchanged between the founder of Banco Master, Daniel Vorcaro and his girlfriend, Martha Graeff, show that the former banker had meetings with the president of the Chamber, (Republicanos-PB), and the senator (PP-PI). The information is contained in messages exchanged by the couple on Whatsapp, which were subject to a breach of confidentiality and were analyzed by the Federal Police.
In the dialogues, Vorcaro mentions at least 5 meetings with “Hugo”, most of them in the early hours of the morning. In one of the messages, the founder of Master says he ended a meeting with “Hugo” at 3am. In another, sent at 2:24 am, he claims to be in a meeting with “Hugo”. There is also mention of a dinner with “Hugo and 6 businessmen” at the “official residence”.
Conversations are from October 2, 2024 to August 31, 2025.
Ciro Nogueira is mentioned at least 14 times. There are receptions, dinners and meetings. Two of these meetings include “Alexandre”, also mentioned several times in the former banker’s commitments. There is even a meeting between the two that includes “Hugo”. In other messages, Vorcaro says it is “Alexandre Moraes”.
In one of the dialogues, from May 2024, the founder of Master qualifies Ciro as “one of my great friends in life”. In another mention of the senator, Vorcaro celebrates an amendment presented by the congressman that would favor his bank.
“Ciro released a bill now that is an atomic bomb on the financial market! It helps the medium-sized banks and reduces the power of the big ones! Everyone is crazy”wrote Vorcaro. The date of the commemoration message, August 13, 2024, coincides with the amendment to the PEC (Proposed Amendment to the Constitution) of financial autonomy of the Central Bank, presented by Ciro Nogueira, to increase the amount covered by the Credit Guarantee Fund (FGC) from R$250 thousand per CPF to R$1 million.
On August 4, 2025, Vorcaro mentions a trip to the official residence of the Senate, where the president of the Upper House lives, (União Brasil-AP). In the conversation, he tells Martha that he was surprised by showing up at the place.
MENTIONS TO MINISTERS
The dialogues also have at least 13 mentions of meetings with ministers. It is not clear whether they are ministers of state or higher courts.
There are mentions of dinners and meetings for ministers at Vorcaro’s house. In one of the reports, the former banker says that a minister left his house at 2 am.
Vorcaro also tells, on February 1, 2025, about a reserved meeting at a minister’s residence: “I went in an inner circle with 10 people just to a minister’s house. Without anyone seeing or knowing. They gave me a lot of support and were happy that I came to pay respect.”
On April 24, 2024, the founder of Banco Master said he had given a speech at an event for ministers of the STF and also the STJ (Superior Court of Justice). It does not explain, however, what the event was or which magistrates would be present.
