Goodbye unemployment benefit: IEFP canceled support for thousands of Portuguese people and the reason repeats itself

Unemployment falls in the country, but Algarve escapes the trend and registers a sharp rise

More than 6 thousand people lost their unemployment benefit in 2025 due to non-compliance with the duties associated with this social benefit, with failure to attend employment service calls being the most frequent reason. For this reason alone, more than 5,000 unemployed people were left without support last year.

According to ECO, the data is in the activity report of the resources committee of the Institute for Employment and Professional Training, which shows 6,381 registration cancellations of subsidized unemployed people throughout 2025. In relation to 2024, this is an increase of 2.4%.

The overwhelming majority of these cancellations were linked to the same problem that recurs from year to year: the absence of calls from employment services. In total, 5,694 cancellations, equivalent to 89% of the total, had this origin.

Missing the call-up continues to be the main problem

According to the report, the lack of attendance at IEFP calls continues to stand out clearly compared to other reasons. The appeals committee itself highlights that this has consistently been the main reason for cancellation of employment registration.

In comparison, the other more expressive reasons had much lower weight. These include unjustified failure to appear at referral entities, unjustified refusal of suitable employment and justified withdrawal or exclusion from professional training.

Even so, each of these reasons represented less than 1% of the total cancellations recorded last year, which shows how absence from calls continues to be, by far, the dominant factor.

More than a thousand people appealed the decision

Of the 6,381 people who lost unemployment insurance, 1,175 decided to appeal the annulment. The number represents a significant increase compared to the previous year, when 834 appeals had been registered at the first level.

According to the report, this translates into an increase of 40.89% in absolute terms. The resource rate also increased, going from 13.38% in 2024 to 18.41% in 2025.

Despite this, most resources did not change the initial outcome. Almost seven in ten ended up confirming the cancellation of unemployment benefit.

CTT, illness and electronic notifications among the justifications

Among the appellants, the most frequent justification was once again linked to problems with receiving postal correspondence. More than half of those who challenged the decision alleged failures of this type.

Within this group, 29.6% reported a change of address and 18.4% cited alleged CTT failures. The report notes, however, that there are also situations related to precarious residences, frequent changes of housing and precarious conditions of postal receptacles.

The IEFP also links the growth of these cases to the increase in the unemployed immigrant population, their greater geographic mobility and the housing conditions in which many live.

The second most cited reason in the resources was illness, with 13.5%, while 8.5% reported difficulties with the Electronic Notification Service or email.

The majority of appeals did not have a favorable decision

Despite the increase in the number of appeals, only a small number had a decision in favor of the applicants. According to the report, 7.2% of the resources ended up supporting the unemployed.

Already 16.8% were extinguished, while the majority confirmed the services’ initial decision. This means that, in most cases, the loss of support remained even after the challenge.

There was also an increase in the second level. In 2025, 119 resources were received, above the 101 registered in 2024, which represents growth of more than 17%.

Brazilians come in second place among applicants

Regarding the profile of the applicants, national citizens continue to have greater weight in the various regions of the country. Even so, unemployed people of Brazilian nationality come prominently in second place, representing 29% of first-level resources.

The unemployed in Nepal and India, combined, account for 5.1% of the resources received, while those in Guinea-Bissau, São Tomé and Príncipe and Angola represent 4.6%.

When it comes to educational qualifications, applicants with secondary, third cycle and second cycle education represent more than 70% of the total at both levels of appeal.

According to , the portrait left by the IEFP shows that the loss of unemployment benefit continues to be strongly linked to failures to appear, in a context in which problems with communication, address and notifications continue to weigh significantly on the relationship between the unemployed and services.
