Last year, 1,447 vacancy permits were issued as part of eviction processes throughout the year, dand in accordance with data from the Institute of Financial Management and Justice Equipment (IGFEJ). Compared to 2024, it is an increase of 44%.
According to the data, advanced by Lisbon and Porto are the cities that concentrate the majority of cases.
The capital has the largest share with 1,035 procedures eviction specials issued in 2025, about 7% more than in the previous year and the equivalent of more than 40% of total processes.
In Porto, they registere 417 of these procedures, a number that corresponds to a drop of almost 6% compared to 2024 and a share of more than 16% of the national total.
Government wants faster evictions
The data from Institute of Financial Management and Justice Equipment are revealed at a time when the Government is preparing to change the lease law to speed up exits.
Luís Montenegro’s executive states that the measure is necessary to provide confidence for homeowners to continue putting homes on the market.
O had already opened the door to changes in the tenancy law in September last year. The announced housing shock program began with tax incentives and construction schemes.
The Minister of Infrastructure and Housing, Miguel Pinto Luz, anticipated a change to facilitate evictions. It also guaranteed that the emergency housing fund would continue to protect those who are unable to fulfill contracts, for example, due to unemployment or economic and social incapacity and that the measure was aimed at repeated defaulters and from the point of view of speeding up the judicial process.
