CGU opens case against former BC employees due to Master case

Paulo Sérgio de Souza and Belline Santana were cited by the PF as suspected of acting as “informal consultants” for Vorcaro at the Central Bank

A initiated administrative disciplinary proceedings against Paulo Sérgio de Souza and Belline Santana, former employees of suspected of facilitating Banco Master’s interests in the monetary authority. The ordinances were published in the Official Gazette of the Union this Monday (23.mar.2026) without mentioning names. The process is confidential.

Paulo Sérgio was director of Supervision at the BC between 2017 and 2023 and then assumed the position of deputy head of the Banking Supervision department. Belline Santana served as head of the Banking Supervision department.

The cases were opened after the conclusion of an investigation carried out by the Central Bank. They have a deadline of 60 days to be completed.

PF investigation

In the investigation conducted by the Federal Police, theBoth were noted as founder of Master.

According to the PF, Souza and Santana maintained direct and frequent dialogue with Vorcaro, “beginning to act informally in favor of the interests of the financial institution subject to the supervision of the same authority with which it had a functional link”.

In a note to Poder360the CGU stated that it will not comment “the opening or progress of administrative disciplinary proceedings, which are conducted confidentially”.
