The Chamber of Deputies enters this Tuesday (30) the final stretch of voting before the parliamentary recess. The president of the House, Hugo Motta (Republicanos-PB), brings together party leaders to define the agenda for the coming weeks and try to unlock projects considered priorities, in a calendar compressed by the start of the electoral campaign.
The strategy is to concentrate voting on proposals with the greatest potential for consensus until July 18, when Congress begins its recess. The assessment among parliamentarians is that, from August onwards, the legislative agenda tends to lose pace as the elections progress.
Among the projects that should dominate the meeting is the text sent by the government that increases the revenue ceiling for Individual Microentrepreneurs (MEI). The proposal delivered by President Luiz Inácio Lula da Silva to Hugo Motta foresees raising the annual limit from R$81,000 to R$110,000 in 2027 and R$140,000 in 2028, in addition to allowing the hiring of a second employee.

The adjustment meets a long-standing demand from entities in the sector and was negotiated by the government during the processing of the PEC that reduces working hours to a 6×1 scale. At the same time, the measure faces questions from the economic team due to the waiver of revenue. According to government estimates, a broader expansion of Simples Nacional could generate an impact of around R$50 billion per year.
The update of the MEI limit also seeks to reduce the non-compliance of small entrepreneurs. Data from Sebrae indicate that more than 570 thousand microentrepreneurs left the regime at the beginning of this year because they exceeded the revenue ceiling.
Artificial intelligence
Another awaited topic is the project that creates a regulatory framework for artificial intelligence in Brazil. The proposal was approved by the Senate at the end of 2024 and awaits the opinion of the rapporteur, deputy Aguinaldo Ribeiro (PP-PB).
The text establishes rules for the development and use of artificial intelligence systems, creates a national governance model and defines obligations for companies in the sector.
Negotiations, however, remain held up due to disagreements over copyright and platform responsibility. If the Chamber changes the content approved by the senators, the matter will have to return to the Senate.
Misogyny and fuels
The meeting of leaders must also discuss the project that classifies misogyny as a crime of prejudice and discrimination. The text, approved by the Senate, received changes in a working group coordinated by deputy Tabata Amaral (PSB-SP), which expanded the definition of conduct to cover acts of violence, restriction of rights and offenses against women’s dignity motivated by their female condition.

Another proposal in the queue deals with reducing the tax burden on fuels. The project, presented by the government leader in the Chamber, Paulo Pimenta (PT-RS), authorizes the reduction of taxes such as Cide and PIS/Cofins on gasoline, diesel, biodiesel and ethanol.
The process, however, faces resistance within the government base itself. The opinion of rapporteur Marussa Boldrin (Republicanos-GO) included provisions that expand benefits to the biofuels sector, allowing, for example, the use of PIS/Cofins credits to offset other taxes. Government members classify these changes as “tortoises” and try to negotiate adjustments before the text is taken to the plenary.
With a shorter calendar and a series of projects still pending, the definition of this Tuesday’s agenda will serve as a thermometer of what the Chamber will be able to approve before entering the rhythm of the electoral dispute.
