INSS CPI calls for indictment of Lupi and 2 other former ministers

The CPMI (Mixed Parliamentary Commission of Inquiry) of the INSS (National Social Security Institute) requested the indictment of 3 former Social Security ministers:

  • Carlos Lupi – Lula government;
  • Onyx Lorenzoni – Bolsonaro government;
  • José Carlos Oliveira – Bolsonaro government.

The collegiate’s final report was presented this Friday (27th March 2026). The document brings together 218 indictment requests related to the scheme investigated by the commission. Subsequently, the CPMI communications department reported that the consolidated number of people who should be indicted is 216. Read (PDF -26 MB).

In addition to the former ministers, the report also requests the indictment of the senator (PDT-MA), the federal deputies (Avante-MG) and (Psol-RJ) and the state deputy (PL-GO).

The CPMI was installed to investigate suspected fraud in the granting of social security benefits and possible irregularities involving entities, intermediaries and public agents linked to the INSS payment system.

During the work, the commission approved, including banking, tax, telephone and telematics data. In total, 649 people and companies had confidentiality broken during the investigation.

The commission held 38 meetings, including deliberative sessions and hearings from witnesses and investigators. Congressmen also approved summons, information requirements and data sharing with control bodies.

With the end of activities, the final report was sent to bodies responsible for the investigation, such as the Federal Public Ministry ea Federal Police. It will be up to these institutions to evaluate the commission’s conclusions and decide whether to file complaints or open criminal investigations.
