INSS CPI report will be analyzed this Friday, says Viana

Federal Supreme Court rejected on Thursday (26th March), by 8 votes to 2, the extension of the investigation

The senator (Podemos-MG) intends to read and vote on the final report of the INSS CPMI this Friday (27th March 2026). The president of the commission spoke about the decision on Thursday (26th March) after the Federal Supreme Court, by 8 votes to 2, extended the investigation.

“I hope that tomorrow [6ª feira (27.mar)] we can read the entire report and we can vote tomorrow same”said Viana.

The commission’s rapporteur, federal deputy (União Brasil-AL), informed that the report has around 5,000 pages and recommends the indictment of 228 people.

The federal deputy (PT-RS) said he must present an alternative report.

The STF’s final position represents a setback to the wishes of the CPMI president, who had decided to extend the work for up to 120 days. STF minister André Mendonça, rapporteur of the case at the Court, had agreed with the congressman’s request.

The votes against extending the work were from Supreme Court ministers Flávio Dino, Cristiano Zanin, Alexandre de Moraes, Nunes Marques, Dias Toffoli, Cármen Lúcia, Gilmar Mendes and Edson Fachin. In addition to André Mendonça, Luiz Fux was in favor of the CPMI’s request for continuity.

Rapporteur André Mendonça’s favorable vote was based on the argument that legal requirements were met, such as the minimum number of 27 signatures from senators and 171 deputies.

In votes against, for example, Moraes and Gilmar criticized the leak of intimate conversations found on the cell phones of banker Daniel Vorcaro, owner of Banco Master, which was also targeted by CPMI.

INVESTIGATION

CPMI began work in August 2025 with the purpose of investigating undue discounts on the benefits of INSS retirees and pensioners.

The commission also began investigating Banco Master’s alleged links with the irregular granting of payroll loans to retirees.

In recent weeks, CPMI has been accused of leaking Vorcaro’s personal conversations. The data was on cell phones that were seized by the Federal Police and passed on to the commission after authorization from STF Minister André Mendonça.
