Author of one of the proposals to reduce working hours, federal deputy Reginaldo Lopes (PT-MG) disagrees with the Lula government’s intention to end the action.
According to Lopes, whose proposal is from 2019, approving the change through an amendment brings greater legal certainty to the topic.
“The amendment consolidates the 40-hour working week with a 5×2 working day and makes it more difficult for there to be a setback in the future. It applies to everyone: the private, public and domestic sectors. It is better than simply changing the CLT [Consolidação das Leis do Trabalho]”, he states.
His initial proposal, and others that followed, mention reducing the working day to 36 hours, but such a sharp reduction is seen as politically unfeasible. The most realistic alternative is for the working day to fall from the current 44 hours per week to 40 hours, with at least two days off per week.
The proposed constitutional amendment is in a special committee of the Chamber, with President Hugo Motta (Republicanos-PB) promising that it will be voted on by May.
The new urgent bill restarts the process, but establishes a 45-day deadline for voting. Behind the change is the government’s desire to have veto power over the matter, which would not happen in the case of an amendment.
