The judiciary committee of the House of Representatives published a third report on Brazil, this Wednesday (1st), in which it criticizes the minister of the (Supreme Federal Court), alleges that his alleged censorship could interfere in Brazil’s elections in 2026 and says that the minister is trying to censor American freedom of expression.
Two other reports. In one of them, confidential decisions by the STF minister on social networks were exposed, obtained from a parliamentary subpoena made to the social network X (formerly Twitter), owned by billionaire Elon Musk.
Despite accusing censorship of the magistrate’s conduct, the text valued the political aspect, aligned with Bolsonaro’s supporters — ignoring attacks on democracy by right-wing figures.
The new report titled, “The Attack on Freedom of Expression Abroad: The Case of Brazil”, maintains the same tone and details what the committee calls new evidence of a Brazilian censorship regime that would target the United States and force American companies to decide between complying with the country’s demands or facing legal persecution and closing their operations in the country.

The committee obtained the information, as in 2024, through judicial subpoenas in the United States, accessing copies of decisions by Alexandre de Moraes and other instances of Brazilian justice that order American social media platforms to remove publications and suspend profiles.
Among the cases disclosed in the report are some involving former federal deputy Eduardo Bolsonaro as examples of what the committee calls “extraterritorial censorship”.
According to the document, between September 2025 and February 2026, minister Alexandre de Moraes issued a series of confidential court orders requiring platforms such as Google, X, Meta and Telegram to hand over users’ personal data.
As in other high-profile cases, the committee says that the platforms were prohibited from informing Eduardo Bolsonaro about the existence of these orders or about the collection of his data, on the grounds that the investigation was confidential and there was a risk of obstruction of justice.
The document mentions that one of the justifications for these measures was the accusation of the crime of spreading false information about Banco do Brasil.
Last year, the former parliamentarian said in a video that people should withdraw their money from the financial institution, and the speech took place after Moraes was sanctioned with the Magnitsky Law and had his Mastercard card canceled — later, BB gave the minister an Elo card, which is Brazilian. At the time, the bank denounced the action as spreading fake news and attacking the financial system, generating the risk of a bank run.
Later, in November last year, the STF formed a majority to make Eduardo a defendant for coercion during the process. The complaint from the PGR (Attorney General’s Office) points out that he organized US sanctions against Brazil to pressure STF ministers in the trial of Jair Bolsonaro.
The US Committee states that the judicial siege against Eduardo constitutes a lawfare campaign that aims to silence the opposition and interfere in the balance of the 2026 presidential election, which should be contested by senator Flávio Bolsonaro (PL), described by the report as a “leading candidate” in the 2026 presidential election.
Other cases are also cited in the report, including decisions such as that of June 24, 2024, which determined the blocking of around 40 accounts of the podcaster Monark on 24 different platforms, under penalty of a daily fine of R$100,000.
The influencer had accounts blocked and monetization suspended on American platforms by Brazilian court order due to his defense of Nazi ideas, attacks on the STF and TSE, in addition to disobeying orders not to produce videos, failing to comply with community policies.
