Report released on Wednesday (April 1) states that the STF minister is trying to censor freedom of expression for Americans
Published on Wednesday (April 1, 2026) the 3rd part of the report “The attack on freedom of expression abroad: The case of Brazil”. The document says that Minister Alexandre de Moraes, from , harms US sovereignty by trying to censor the freedom of expression of US citizens. It states that these censorships by Moraes and other Brazilian authorities could interfere in the Brazilian elections of October 2026. Read , in English (PDF – 2 MB).
The commission is chaired by the Republican congressman, an ally of the US president, (Republican Party). On January 8 of this year, Jordan in the US Congress with the former federal deputy (PL-SP), the senator and pre-candidate for President (PL-RJ) and the journalist.
The 1st part of the report on April 17, 2024 after X, from billionaire Elon Musk, sent to the commission a compilation of requests made by the STF and the Superior Electoral Court for the social network to take down profiles and content on the platform. In the new document, the commission says that a censorship regime imposed by Brazil would force North American companies to decide between complying with the country’s demands or facing lawfare (use of Justice as a political instrument) and close its operations in the country.
As in 2024, the committee obtained the information through judicial subpoenas in the USA, accessing copies of decisions by Moraes and other instances of Brazilian justice that determine the removal of publications and the suspension of profiles on social media platforms.
According to the commission’s assessment, “many of Moraes’ censorship orders target his political opponents and those of the president [PT]both in Brazil and abroad, on the eve of the Brazilian presidential elections”.
The report mentions Eduardo Bolsonaro, son of the former president (PL), as “important supporter of the imposition of US sanctions against Moraes” and says he suffers ““extraterritorial censorship”.
According to the document, between September 2025 and February 2026, Moraes issued a series of confidential court orders requiring platforms such as Google, X, Meta and Telegram to hand over users’ personal data. It states that the platforms were prohibited from informing Eduardo about the existence of these orders or about the collection of his data, with the justification that the investigation was confidential and there was a risk of obstruction of justice.
The report states that one of the justifications for these measures was against Eduardo, in August 2025, by . At the time, the former deputy said in a video that people should withdraw their money from the financial institution.
In November 2025, the STF decided to make Eduardo . The complaint from the Attorney General’s Office said that he organized US sanctions against Brazil to pressure STF ministers in the trial of Jair Bolsonaro.
In the document, the commission says that “Moraes’ legal war against the Bolsonaro family” You can set up a campaign lawfare which aims to silence the opposition and interfere in the 2026 presidential election.
Other decisions cited by the commission involve the blocking of accounts of journalist Allan dos Santos and influencer Monark, who had around 40 accounts blocked on 24 different platforms, including TikTok and YouTube.
