China wants to accelerate the use of technology in navigation

The action plan, jointly issued by the Ministry of Transport, the Ministry of Industry and Informatization, the State-owned Assets Supervision and Administration Commission of the State Council and the State Administration for Market Regulation, sets out the general requirements, key tasks and support measures for the development of intelligent navigation in China during the period (2026-2030), according to the Ministry of Transport.

The plan establishes a two-stage development roadmap:

  • By 2027, China aims to achieve deep integration of AI with core navigation elements, achieve breakthroughs in key technologies, establish more than three comprehensive intelligent navigation pilot zones, open more than five pilot routes, develop more than 10 replicable typical intelligent navigation scenarios, and put into operation more than 100 intelligent vessels.
  • By 2030, the country hopes to achieve complete mastery of core technologies, establish a new model of coordinated development that integrates technology, industry and governance, and reach internationally advanced levels in the development of intelligent navigation.

To achieve these goals, the action plan systematically establishes 11 crucial tasks in four dimensions: advances in technology and equipment, enhancing pilot applications, modernizing infrastructure and strengthening regulatory governance.
