CGU employees ask for strengthening of the body after INSS – 04/05/2026 – Panel

The Civil Servants Association states that the CPMI (Joint Parliamentary Commission of Inquiry) indicated that it was necessary to recompose the body’s structure, strengthen institutional guarantees and enhance careers.

The report by federal deputy Alfredo Gaspar (PL-AL), suggests that the federal government send a bill to systematize the body’s powers.

He also says that, over the years, the CGU accumulated responsibilities and expanded the scope of action and that this was not proportionally accompanied by the increase in professionals and the strengthening of the career.

“The document [relatório da CPMI] draws attention to a worrying scenario: despite the body’s high technical capacity, there is a process of institutional weakening that could compromise its operations in the future”, states the civil servants’ association.

“Among the main problems highlighted are the fragmentation of the rules that govern the CGU’s actions and the absence of more robust institutional guarantees, which reduces the effectiveness of internal control within the scope of the federal Executive Branch.”

It was based on the CGU’s findings that the decision was made for , which revealed a scandal of illegal discounts on INSS (National Social Security Institute) pensions in April last year.

In a note, the CGU states that the results obtained demonstrate the institutional solidity of the body and the preservation of its capacity to act. The ministry adds that the current position structure is the largest in history and that there were 76 operations in 2025.

“In 2025, CGU audits generated R$40 billion in financial benefits, the highest value recorded. The number of special operations grew 26.6% compared to the average of the last decade, with expansion to areas such as pensions and mining”, states the ministry.

“In recent years, there has been budget recomposition, with the 2025 allocation among the largest since 2014, and a formal request for the resumption of competitions with the MGI [Ministério da Gestão e Inovação]contributing to the gradual recomposition of the workforce.”
