Senator Irajá Silvestre (PSD-TO) stated this Wednesday (8.Apr.2026), during a panel at the event, that the legalization of casinos in Brazil could attract up to R$100 billion in investments over the next 5 years. According to him, the project is ready to be voted on in the Senate this semester.
The congressman said he is working to increase support among colleagues and make it possible to approve the proposal, which has been in progress for decades in Congress. “We are working to convince senators to vote on this project this semester”he stated.
Irajá declared that the measure could create more than 1 million jobs and increase revenue by more than R$20 billion in taxes. For him, the legalization of gaming represents a relevant economic opportunity. “The approval of the legalization of gaming would be the most positive agenda for the country this year”these.
The senator acknowledged that the issue still faces resistance in Congress. According to him, previous votes had tight scores. Still, he stated that the scenario has evolved. “We are close to building a simple majority”he declared.
The panel included the participation of the senator, the former Minister of Tourism, the co-founder of BiS Carlos Cardama, the founder of Pariente Advisory Alex Pariente and the vice-president of Fábio Tibéria. The debate addressed the challenges for regulating physical casinos in the country and the possible economic impacts of the measure.
STF judges case
The STF scheduled the judgment of the appeal that discusses the constitutionality of the criminalization of gambling in Brazil for April 23. The Court will analyze whether the prohibition provided for in the Criminal Misdemeanors Law of 1941 is compatible with the 1988 Constitution.
If the Supreme Court understands that the prohibition is unconstitutional, decriminalization could be immediate, which would pave the way for the regulation of the activity.
