Councilor who called colleague ‘cow face’ is acquitted – 04/13/2026 – Panel

The one in São Carlos (SP) acquitted councilor Dhony Oliveira Souza (PP), from Paraná Filho, who had been accused of political gender violence by councilor Raquel Auxiliadora (PT) after calling her a “cow face”.

The episode occurred in 2024. In two sessions of the City Council, the two exchanged barbs and, amid the discussions, the councilor attacked his colleague.

“Why did the corrupt PT party place secrecy on Janja’s agenda? Why secrecy? Councilor with a stupid face… with a straight face. Don’t you want transparency?”, he said.

When questioned, the parliamentarian denied that he had said “cow face”, but mocked him by saying that he would not compare the councilor with a cow out of respect for animals and that he would “never attribute that to the poor cows”.

The previous week, he had already attacked the councilwoman. “Without being sexist, I would like you to be a man today… anyone who poses as a feminist and gets beaten up by their ex-partner and keeps quiet is bad character,” he stated.

Electoral judge Rogério Tiago Jorge understood that, despite the pejorative phrases and the accused’s reprehensible conduct, they do not constitute an electoral crime.

Conviction would only be possible, in the judge’s opinion, if there was the purpose of preventing or hindering the councilor’s actions.

“Analyzing the evidence produced in the case file, I conclude that it was not demonstrated that the defendant acted with this specific obstructive purpose,” he said.

The judge also blamed, in part, the victim and said that if she had not accused the councilor of lying, the controversy would not have existed.

“It’s never the victim’s fault. A councilor was called a cow on the stand. Then, the attacker comes back and apologizes to the cows, as if the greater offense was comparing the animal to the parliamentarian. What is a crime if not that?”, criticized Raquel’s lawyer, Renato Ribeiro de Almeida.

The judge, however, said that the councilor’s actions could constitute a common crime, in addition to liability for administrative procedures.

“This acquittal, however, does not mean a certificate of impunity nor does it mean the approval of the Judiciary for abject behavior”, he concluded.
