Prosecutor Alexandra Catatau considers that the “disregard for the detainees and the way they portray and display themselves on social media” is not very different from that of organized crime groups.
At the beginning of March, following the investigation into crimes of serious torture, rape, aggression and abuse of power at Esquadra do Rato, in Lisbon.
At the end of 2025, the arrest and preventive detention of two agents had been announced – Guilherme Leme and Oscar Borges -, accused of torture and rape, .
The complaint states that the two agents attacked people they had arrested with “punches, slaps and butts to the head, having even filmed and photographed some of these situations and their victims”.

Still according to the CM, for the public prosecutor (MP), both police officers must be brought to trial, in the exact terms of the accusationin a decision that will be announced on April 27th.
For Alexandra Catatau, the process contains “plentiful proof that the accused carried out the acts”.
The indictment details that the suspects “spoke openly” about the facts in online groups, where they were shared videos and photographs of alleged crimes carried out at the police station. In one of the videos, detailed in the morning, an agent puts on a boxing glove and attacks a handcuffed citizen.
Last month, Luis Nevesnow Minister of Internal Administration and who was director of the Judiciary Police at the beginning of the investigation, apologized to the victims.
“I want to address the victims of these crimes and ask, on behalf of the collective, for a request for sorry. The police are always a friendly shoulder, a point of shelter, especially for the most vulnerable and victims.”
On the other hand, he assured that the detained PSP agents are an exception: the others are “fantastic people, who every day give their best, with rigor, with pride, with determination”.
