Motta wants to vote on the PEC to end the 6 x 1 scale in the plenary by July

Motta states that he will not “procrastinate” the process; The proposal will be voted on in the House’s CCJ (Constitution and Justice Committee) next week and then a special committee will be created

The president of the Chamber of Deputies, (Republicanos-PB), stated on Friday (April 17, 2026) that the proposal to end the PEC will be voted on in the CCJ (Constitution and Justice Commission) of the House next week and that the goal is to approve the PEC in the House before the July recess. In an interview with GloboNewssaid he won’t “procrastinate” the processing of the topic. The PEC (Proposed Amendment to the Constitution) was authored by the deputy (Psol-SP).

The President of the Chamber chose the PEC format as the instrument to process the matter. The decision contradicts the bill with constitutional urgency. Motta justified the choice by arguing that the nature of the discussion requires debate to mature.

“Anyone who bets that I chose the PEC process to procrastinate and not vote on the matter is completely mistaken. The process could be a little longer, yes, because the matter needs it to be, but we are committed to voting so that this proposal will bring broad recognition to the Brazilian working class by reducing working hours”Motta said to GloboNews.

The PEC requires 3/5 of congressmen’s votes for approval. A bill is approved by a simple majority. The initial vote will be held at the CCJ of the Chamber of Deputies. “Immediately after approval”he stated, a special commission will be created. “There, we will be able to have an even more in-depth debate, then, on the actual text that will reach the plenary, and we will have the stage in the plenary that will require a qualified quorum for the matter to be approved”, declared.

Afterwards, the text will go to the House plenary. We will continue fighting so that by the mid-year recess the Chamber can approve important matters, such as PEC 6 X 1″he added. Congress’s parliamentary recess is traditionally held from July 18th to 31st.

Motta’s decision was taken in the context of assessments by Palácio do Planalto that the head of the Chamber was giving in to pressure from the productive sector and members of the Centrão to delay the approval of the change in the work schedule. For this reason, the Executive forwarded a bill with constitutional urgency.

Regarding , Motta stated: “It is the government’s prerogative to forward the bill urgently, but I know that the government also understands and respects that the president of the Chamber is the one who says how matters are processed in his House, and this has already been decided by me, which will be PEC”.

The format of the PEC has implications for the legislative process. A PEC is automatically promulgated by the National Congress. This prevents President Lula from sanctioning and making partial vetoes, as would happen in a bill. The leading role is reserved for Congress.

Motta’s idea is to signal the feasibility of approving Erika Hilton’s proposal. With this, the president of the Chamber intends to convince the government to give up on the project and withdraw the urgent process. It is not defined whether the Executive will accept Motta’s strategy. The exact date of the vote in the Chamber plenary has also not been established.
