“In view of the confirmation of the information that the Brazilian Federal Police liaison officer with the Immigration and Customs Service (ICE), in Miami, was verbally informed by the United States government about the immediate interruption of the exercise of his official duties in North American territory, a representative of that country’s embassy was summoned to the Ministry of Foreign Affairs late yesterday afternoon (21)”.

“The Brazilian agent was acting based on a memorandum of understanding signed between the two governments on facilitating the exchange of liaison officers in the security area.”

“The representative of the North American embassy was informed, also verbally, that the Brazilian government will apply the principle of reciprocity in the face of the summary decision against the Federal Police agent, which was not preceded by any request for clarification or attempt at dialogue about the case, as provided for in paragraph 7.3 of the bilateral memorandum of understanding that regulates this type of police cooperation.”

“The measure also does not observe the good diplomatic practice of dialogue between friendly nations, such as Brazil and the United States, over more than 200 years of relationship. The terms of application of reciprocity were also transmitted verbally to the embassy representative and involve the immediate interruption of the exercise of official functions by the North American representative of a similar area in Brazilian territory.”
