The Workers’ Party (PT) communicated, through a note, who will forward the case of councilor Senival Moura, arrested in operationthis Thursday (25), to its Ethics Committee.
Operation Last Stop investigates a money laundering scheme allegedly operated by Primeiro Comando da Capital (PCC) through the public transport company Transunião. The action resulted in the arrest of five people under investigation, including the PT councilor, members of the criminal faction and the president of the dealership.
The PT process could end with Senival’s expulsion. The São Paulo PT Municipal Directory also stated that it does not condone any illicit practice and that all facts must be rigorously investigated.

The investigation began after the murder of Adauto Soares Jorge, then president of Transunião, executed in 2020. The latter was conducted by the Federal Police and investigated an international drug trafficking network involving the PCC and the Italian mafia organization ‘Ndrangheta.

The new offensive takes place just over a year after the launch of Operation End of the Line, carried out by Gaeco in 2024. At the time, authorities dismantled two criminal organizations that used the UPBus and Transwolff bus companies to launder funds arising from drug trafficking, robberies and other crimes attributed to the PCC.
The two companies were responsible for transporting around 700,000 passengers per day in the capital of São Paulo and received more than R$800 million from the City of São Paulo in 2023 alone.
Operation Last Stop investigations continue to identify others involved and deepen the investigation into the role of organized crime in the public transport system of the country’s largest city.
