The union that represents Central Bank employees signed a R$300,000 contract with actress Luana Piovani to record a video against the PEC that expands the authority’s autonomy. The information was revealed by Folha de S.Paulo.
According to the newspaper, the payment was authorized by the management of the regional council of the National Union of Central Bank Employees (Sinal-DF).
A Sheet had access to the minutes of a meeting held on June 9, the same day the actress published the video on her Instagram account, with a caption indicating that it was advertising and marking the union’s profiles.

According to the document, the president of Sinal-DF, Edna Velho, opened the meeting by reinforcing the importance of a more incisive action by the entity on social media to warn about the risks of the PEC, given the progress of the proposal in the Senate.
The minutes state that the hiring of Luana Piovani was suggested because she is a figure recognized for her public performance in demonstrations on topics of social interest. The text also makes it clear that there was a prior meeting between the parties, in which both the possibility of hiring and the amount of remuneration were discussed.
The newspaper also had access to other minutes of meetings in which resources were approved for campaigns against the PEC. Altogether, advertising expenses against the proposal in the Senate already reach R$800,000.
Understand the PEC
the proposed amendment to the Constitution intends to change the legal classification of the Central Bank, which would no longer be an autarchy to become a public entity of a special nature, with budgetary, financial and administrative autonomy.
The text also provides for the Central Bank to be organized as a public company with police powers, including regulatory, supervisory and resolution responsibilities, in addition to establishing supervision by the National Congress over its activities.
If the PEC is approved, Central Bank employees will no longer be considered public employees. They will be given the option of migrating to careers in the federal Executive Branch or remaining on the BC staff — a change that could affect professional trajectories and has generated concern among the category’s unions.
