Understand what the National Book and Reading Plan 2026-2036 will be like

Document serves for States, municipalities and civil society to implement cultural management regulations approved in 2023

New goals to encourage reading across the country come into effect this Wednesday (April 29, 2026). Over the next 10 years, the aim is to increase the number of libraries and facilitate the population’s access to books.

The document, published in , serves as an instrument for States, municipalities and civil society to understand and implement the new cultural management regulations approved since 2023, such as the National Culture System, the Full-Time School Program and the National School Library System. The basis of the plan is the understanding that reading and writing are indispensable instruments for the development of individual and collective capabilities, in accordance with the following principles:

  1. understanding the book as an economy, reading as citizenship and literature as a creative symbolic value;
  2. valuing reading as a creative act of constructing meaning;
  3. promotion of the right to literature;
  4. development of creative and literary writing;
  5. guarantee of access to the book and other reading materials.

The Ministry of Culture launched, on April 23, the National Book and Reading Plan.

Navigation was organized into thematic areas that facilitate access to content. Among the highlights are the Policies and Programs, Legislation, Guides and Booklets sections.

After a period of lag since the previous cycle (2006–2016), the resumption of the Ministry of Culture, in 2023, placed the construction of the new plan as a priority.

The execution involves, in addition to the Ministry of Culture and Education, collegiate bodies responsible for its governance.
