Safra Plan could exceed R$600 billion, according to Minister of Agriculture

In a meeting at the headquarters of the SRB (Brazilian Rural Society) in São Paulo on Monday afternoon (4), the Minister of Agriculture and Livestock André de Paula stated that the federal government is working to announce it in early June. The new Safra Plan, according to the Minister, could bring resources close to the CNA’s claim, which last week made a request for R$625 billion for the 2026/27 harvest.

“Another priority will be to guarantee good conditions for access to rural credit in the current scenario of high interest rates,” he said at a press conference.

The Minister also highlighted that the objective is to build a “consistent and vigorous” plan, capable of exceeding the R$516 billion made available in the previous harvest.

The central challenge lies in the equalization of payments, a factor that currently limits credit taking by producers.

“The government’s effort needs to be aligned with solutions that actually allow producers access to credit. Otherwise, even significant numbers may not translate into effectiveness”, he stated.

Sector debt

Conversations between the Ministries of Agriculture and Finance, according to him, occur continuously at a technical level, with frequent meetings. The final stage involves the direct participation of ministers and the president, responsible for arbitrating priorities and possible disagreements.

The construction of the project takes place at a time considered challenging for the sector, marked by high costs, more restricted credit and pressure on profitability.
Expectations now focus on the official announcement, which should take place in the first weeks of June and define the direction of agricultural credit for the 2026/27 harvest.

Minister André de Paula, on a visit to SRB, met with agricultural leaders to discuss macroeconomic issues in the sector. The entity states that, in the last three years, it did not have the opportunity to receive former minister Carlos Fávaro.

Another point addressed was the high level of debt in the agricultural sector. The minister recognized the difficulty faced by producers and indicated that, along the lines of the Desenrola 2.0 program, launched today, which will enable the renegotiation of the debts of more than 800 thousand producers, they can be used to alleviate the situation.

Although the possibility of a larger “Rural Development” is under discussion, the minister avoided anticipating details or deadlines. According to him, any announcement will only be made when there is a consolidated definition within the government.

“It is an important instrument to mitigate the effects of debt, but we will only talk about it when it is mature,” he said.
