Deputies participated in obstructing the Board of Directors of the Chamber in August 2025; congressmen can appeal the decision in the plenary
The Chamber’s Ethics Council approved this Tuesday (May 5, 2026) the suspension of deputies for 60 days (PL-MS), (Novo-RS) and (PL-SC) for breach of parliamentary decorum. The 3 of the Chamber plenary in August 2025, obstructing the progress of the sessions, in protest against the house arrest of (PL).
The rapporteur of the case was the deputy (União Brasil-CE), who asked for the suspension of the 3. Voting was separate, one for each deputy. The score it was 13 to 4 in favor of Rodrigues’ opinion for the suspension of Pollon and Van Hattem. In relation to deputy Zé Trovão, the score was 15 to 4.
To be valid, the suspension still needs to be analyzed by the House plenary. Deputies can appeal the decision.
According to the rapporteur, the measure is necessary to make it clear that Congress does not tolerate conduct that seeks to interrupt the legislative process.
REMEMBER THE CASE
The episode took place on August 5th and 6th, 2025, when a group of 14 opposition congressmen occupied the main plenary session of the Chamber for more than 30 hours. They wanted to pressure the president of the Chamber, (Republicans-PB), to guide the amnesty bill.
The occupation prevented the normal functioning of the House and obstructed the work of Motta, who was only able to resume activities after meetings with the government base and Bolsonaro’s allies.
According to the documents analyzed, Pollon sat in the Presidency’s chair, Van Hattem occupied a seat at the Board to block access and Zé Trovão physically prevented the president from ascending to the Presidency’s chair. All 3 deny the reports. Van Hattem stated that the process is a “persecution”.
At the time, Motta warned that preventing the House from functioning could result in the suspension of mandates. The Chamber’s Internal Affairs Department identified the conduct as serious, constituting disrespect for the authority of the Board and an affront to the institutionality of the Legislature. In addition to the 3 processes being voted on this Tuesday (May 5), the Chamber’s management had already applied written censure to all 14 people involved in the riot.
